I would guess that such powers were so common on Charn (or at least
among the aristocratic caste to which Jadis belonged) that anyone who
could do it could also defend against it; therefore she could turn
common people to dust or remove parts of her own palaces, but could not
simply annihilate her rivals with a wave of her hand or sabotage their
dwelling-places.
