All people can, but not all people will. Reason being that many refuse to
believe Jesus and follow his doctrines, such as you MUST be Born Again.

As has been shown to you and you acknowledged that it was a place created for
Lucifer and his fallen angels, since the fall of man, those who give
themselves over to their flesh and not God they too will go there, and what
they will reap what they sowed.
