not "ignored"... simply "unknown" in many cases because they don't/haven't read
 the echo rules... they see it is a bot area and set up the bot and likely
never look at it again unless their name is in the To: field but that's hard to
 do when they are using a different name for the bot and the bot doesn't have
an account on their system that they actually use to see if there are messages
to the bot...
