They -- the Trump administration and Qatar -- are still mulling over the
details... I am guessing what deal they will get in return for the gift.

After he is done with it, it is going to his "Presidential Library," which
Trump apparently expects will either be at, or will include, an airport. It is
not becoming part of the fleet.

OTOH, when he left office, Grover Cleveland left the Statue of Liberty (a gift
from France) for all Americans to see.  He didn't take it with him.

There is a difference between a gift to America and a gift to the President.
