In the case of phones, I am pretty sure it would be higher cost -- workers
are paid much less in those areas vs. the US going rate. Not sure about
phones, but I know that CRTs used to be built, and disposed of, in other
countries that were not so concerned about handling the toxins used in the
tubes.
