I have a theory here.

In order to have plausable denyability, the Elitists created a group of bots
that respond in certain ways to certain stimuli.  So there's no "command and
control" chain - so the Elitsts can deny telling Antifa to burn down cities.

The downside do this is that there's no "abort" or "off" switch for these bots.

So the bots are just off doing what they are programmed to and the Elitists
can't control them.
