Z could have said... NO PROBLEM... we'll hold an election with in X amount of
days after you keep your end of the deal up.

You and Alex would not want the people of Ukraine to have their voices heard. 
They might support everything Z has done to date...

OR... They could reject it.  

Your reasoning is that once someone you like gets power they can cancel
election  and drag the country into WWIII and the people have no say about
what their leaders do because there MAY BE a chance that someone from Poland
votes.
