A Canadian crossing the border is  Visa Exempt (HB2 Visa).  Other countries
have to apply for a visitor visa when they enter the country.  Canadians
don't.  The Immigration officer at the point of entry can accept or reject
your entry at will.

They can do so because they have access to Canadians criminal records.
