I'm thinking along the lines of some of the sci fi shows I've seen where they
set up a prison where they control the access.  Then they put the criminals in
there and let them run things they way they want.  Just drop in some food and
water periodically.

I figure problems will just sort themselves out, one way or another.

And someplace that will act as a deterrent to committing crimes in this
country.
