This was my original thinking on this.  Laws become laws after a certain time
passes... If the President doesn't sign it.  But Executive Actions, Orders and
all the other things like pardons and whatnot needs his actual signature.

Once a thread starts to unravel this mess Trump will be able to undue the
damage Biden did.
