We still have a "majority rule", but it's tempered with "but the majority can't
overrule these laws".  We also have a process in place to change the
Constitution - but it requires a super-duper-majority and time, by design.

I can think of thousands of other reasons why congress never does anything
useful.  The filibuster is simply something that stands out.

And it's part of the process to prevent the tyranny of the majority.
