Actually, most people pay some provider to provision themselves with Email services, so there IS a cost involved, however its not usually based on frequency of use or volume, its usually an "included" cost. Even students or employees who are "given" an Email account by their scholastic institution or employer, usually end up paying for it one way or the other.
