   That much is clear, but what about the reference to WinCE? AFAIK, that OS   
   is limited to handhelds and embedded devices, so does he want a debugger   
   to run under WinCE or is he just cross-platform hacking?   
      
   In any event, there are several ARM debug utilities:   
      
   OCDCommander - http://www.macraigor.com/ocd_cmd.htm   
   ARMDBG - Google for it (company that wrote it is gone AFAICT)   
   OpenOCD - http://developer.berlios.de/projects/openocd   
      
   It all comes down to which ARM chip he's got, but those links ought to get   
   him started.  "On chip debugger" seems to be the key phrase for finding   
   these utilities.
