   File a complaint with their ISP. If that doesn't stop things, threaten legal   
   action (against the ISP, but not on the first complaint). If *that* doesn't   
   stop the crap, lawyer up.   
      
   *DON'T* try to "mess with them", as that will open *you* up to prosecution   
   and/or lawsuits. Trust me, a subpoena (or an arrest warrant) is much more   
   unsettling than some vaguely annoying harrassment.
