   Remailer operators don't "control" the people who use their services. If   
   the remailer is being run properly, it's impossible for the operator to   
   know who is accessing the remailer, or from where.   
      
   APAS is for technical aspects of running a remailer. Do you have anything   
   to discuss in that regard?
