   Heat will cause things to expand, so if you apply heat (NOT FLAME!  Don't   
   light the thing (and therefore your foot) on fire), you should cause the strap   
   to get larger.  Then you can try lubricating your foot, ankle, and the   
   bracelet its self and see if    
   the combination will allow you to slide out of it.  Also shave your ankle and   
   foot, I'm not sure if this will help but it definitely can't hurt.   
      
   If that doesn't work you can try figuring out where in the bracelet the wires   
   that complete the circuit are, expose them, use wire to go around the area   
   where your going to cut it, then cut it between the jumping points (the spots   
   where you connected the    
   wire), and bingo your god to go.
