PHIL IN HUMAN RIGHTS]                District Administration Office of Darjeeling district of West       Bengal is ignorant on the matter of who is a Gorkha and who is a Nepali?       Arrangement for regular class is to be conducted to teach the staff and       officers which are necessary for        the proper administration work of Darjeeling district. Darjeeling district is       a geo-politically sensitive area, so the staff including officers should know       the actual identity of the people of Darjeeling district. In the official       website of Darjeeling,        mentioned the following, which is full of ignorance - 'The greater bulk of the       people in the Hills are Gorkhas. They are industrious and enterprising as a       race and speak various dialects. The short Mongolian type Nepalese, the       Gorkhas, renowned for their        military prowess the world over, and the first to be decorated with the       coveted Victoria Cross, finds jobs and security both in the British and Indian       armies.' On the matter of 'great bulk' mentioned in the Migration chapter of       Bengal District        Gazetteers, Darjeeling, 1907 it is stated that 'But the great bulk of the       immigrants come from Nepal, chiefly as labourers in the tea gardens; and in       the hills the population is mainly Nepalese.' The great bulk of the people in       the hills are 'Nepalese'        not Gorkha. It is noted by the District Administration Office that there is no       existence of people of 'Gorkha' community or ethnic/tribal group or race in       this world. The sentence "The ethnicity of Gorkhas established" mentioned       Memorandum of        Understanding of the tripartite agreement of 2011 for formation of GTA       [Gorkhaland Territorial Administration] is to deceive the citizens of India.       According to human rights' philosophy, it is a crime against peace and       security of mankind. This        administration should explain, based on which documents, records, census       report etc. mentioned "The greater bulk of the people in the Hills are       Gorkhas." The other name of "Nepalese" is not "Gorkha", already intimated       through advertisements by the Union        Home Ministry, New Delhi. "Gorkha" is absolutely a concocted, fictitious race       or community or ethnic/tribal group.                In the above-mentioned Gazetteers, it is stated that 'The third       race that is principality met with in Darjeeling and the dominant race, is the       Nepalese. The Nepalese are less Mongolian in appearance than the Bhutias and       Lepchas and have an        admixture of Aryan blood. They are alert and virile race, hard-working and       intelligent. Most of the work on hill tea-gardens is done by the Nepalese.       .....Many of them enlist in the famous Gurkha regiments.' It is the question       to the District        Administration of Darjeeling including the District Magistrate, what is the       meaning of "The short Mongolian type Nepalese, the Gorkhas?' The sea depth of       ignorance is prevailing inside staff of District Administration of Darjeeling.       Nepal remained        isolated from rest of the world up to the year 1951. What followed immediately       upon the fall of the Rana regime in 1951 was a foretaste of Nepal's       continually stymied attempts to modernize, industrialize and democratize in       the coming half-century.        Between 1951 and 1959, Nepal went through a series of short-lived government       based on an interim constitution entitled the Interim Government of Nepal Act,       1951. It made way to for the authoritarian rule of King Tribhuvan Shah by       granting the king        supreme executive, legislative and judicial powers. Actually this was the rule       of Gorkha i.e. Gorkha kingdom which was started since 1769, from the formation       of Nepal country by King Prithvi Narayan Shah. The concept of Nationalism in       Nepal, the        philosophy of the Gorkha kingdom, is one language, one dress and one country.       This culture is also called the Parbatiya culture. And we have seen that the       Nepalese leaders of Darjeeling, is continuously implementing this culture in       Darjeeling hills. The        first effective census was done in Nepal in 1991. In this census report       reveals the picture of the people of Nepal. It depicted that about 33 per cent       people of Nepal are only Mongoloid origin and rest are mixed-blood people. The       next census reports of        2001 and 2001 brought out vivid picture of castes, ethnic/tribal groups       picture. Mongoloid origin Nepalese people are solely ethnic/tribal people       like the Lepchas of Darjeeling.
