   Some of them may have welcomed the Nazis initially, until they found out the   
   Nazis were in fact not liberators.  The Nazis established provincial   
   governments in the conquered Soviet territories instead of setting them free.    
   They conscripted the people    
   in the Soviet republics into the military and labor forces, carried out mass   
   deportations, and killed any dissenters.   
      
   Also, if you think Germany cared about those countries, then why did Hitler   
   agree to allow Stalin to take over the Balkan states, in their 1939-1940   
   negotiations?
