2nd amendment. Well-regulated militias. Federal government oversight can be   
   actioned under that. If they aren't well-regulated... they can be shut down.   
      
   Replaced? Of course. With a civilian citizen volunteer force. Which also means   
   that rich citizens can buy toys for the militia. Approved tactical gear,   
   ideally. No bazookas. :)   
      
   p.s. a civilian group can 'fire' a volunteer easily, it's not a job.
