   The Senate and House should introduce legislation calling for the Ukraine to   
   not   
   be NATO, recognize Donbas independence and end the war, rather than send it $40   
   billion in bombs to prolong a war and destroy a nation.   
      
   Contingent on Russian acceptance Ukraine join the EU, which Russia probably   
   even   
   wants.   
      
   Ukraine must agree to not violate the Donbas borders anymore, but may be in   
   free   
   association with the Donbas, and may recognize its independence.   
      
   $40 billion could give 1 million American homeless $40,000.  Though that's   
   probably not precisely the way to spend it.  But raise the minimum wage, and   
   transfer free cash to the non-earners.
