   Easy.. cease with the catch n' release. When punishments were meaningful far   
   fewer people would risk breaking the law.   
      
   For example, in 1950 the average time spent behind bars for 1st degree   
   murder was 38 years.   
      
   Today that number is 5-7 years.   
      
   As we gut the punishment the disincentive to break the law is reduced and   
   thus more people are willing to engage in it.   
      
   Today, 8 in 100 people are felons. Why? Because no one has respect for the   
   law because punishment for crime has been all but eliminated.   
      
   We have a large and growing population of criminals because of the revolving   
   doors we have put on our prisons.
