   Anyone who repeatedly commits the same crimes over and over should never   
   again see the light of day.   
      
   It's obvious they cannot be rehabilitated and have no desire to reform.   
   Locking them up will just delay the inevitable repeat offenses.   
      
   Don't waste a jail cell, kill them and be done with it.
