   It currently is in the Congo. They have an intervention group in proportion   
   to its size. The nation spends close to the same amount of money on   
   military as a % of the GNP as does the US. In the first Gulf War it had   
   accurate laser bombs used in Iraq and used nearly al of its stock.   
      
   The idea of "moderation", not have a military which comes to dominate the   
   national life as occurred in former times in France. When that point it   
   reached one can use the term "militarism". The US crossed into that   
   ideological domain when is adopted a preemptive ideology. Militaristic   
   regimes have no need to really justify going to war since going to war   
   is part of the ideology, the reason for existing.   
      
   To answer you, I don`t want the US to be a control freak and use its   
   military superiority to realize illegimate goals. It did so in prior   
   times, as in the case of the Spanish American war. We had no right, for   
   instance, to take control of the Philippines. It was a manufactured war   
   to establish the US as a colonial power. Manifest Destiny and all the crap.
