   We are in the "now",  Jiggy, not 50 years ago. Just think how absurd it   
   would have been to discuss in 1950 events in 1900.  Apples and oranges.   
      
      
   The aid programs we are talking about are in the relatively recent past,   
   like over the last 20 years. What is there evolution, what are the various   
   nations trying to do.   
      
   Nobody has to aid Western European states any more, they are aiding others.   
   And they are doing it with more of their resources than the stingy   
   Americans.   
      
   The figures of the evolution of American foreign grands and credits is given   
   in Table 1318 of the statistical astracts of the US, year 2000 (I have a   
   personal copy so can cite it directly)   
      
   The net total has gone down progressively from 18 billions (1993) to 13.8 in   
   1998.   
      
   As for regions, western Europe is no longer a big receipitant, most of the   
   258 million going to Bosnia (220 million) in 1998.   
      
   Eastern Europe got a bigger amounts, 1.8 billion mostly to Russian and the   
   former states which split off.   
      
   Around 5 billion went into the middle east, 2.8 for Israel and 2.0 for   
   Egypt. Africa got 1.3 billion  mostly scattered among a number of states.   
      
   There are countries which contribute back into the fund and France did so   
   to the extent 222 million in the 1976-1985 period.   
      
   There are other accounts, like military payments which are not included   
   in these figures.  But basically, the US contributes a lot to a few favored   
   countries and zilch to others.
