   The only ones that can create democracy in Iraq is the Iraqis - not the   
   Americans. In the process they must get rid of their dictators.   
      
   However it is a longer process where one of the most important aspects is   
   how to combine democratic values with the local culture and religion. As far   
   as the later is concerned there are only very sparse role models in the   
   Muslim world.   
      
   Will it be possible to have democracy in Iraq at some point? Yes I   
   definitely think so. Can it be implemented from the outside? No - I   
   sincerely do believe so. We can not on behalf of Iraqis rethink and   
   refurbish their culture and traditions - because that is what will take to   
   get Iraq democratic.
