   One of the reasons the conviction rate is so high compared to arrests is that   
   prosecutors are loathe to pursue cases unless they feel confident they can   
   win. It's just plain expedience. There are many they'd pursue in a perfect   
   world, but things being what they are prosecutors usually stick with the ones   
   they're pretty sure they can prevail with a conviction. KM
