   The president doesn't have the authority to appropriate money, that ability   
   lies in the hands of Congress. You'll notice Congress appropriated the 86   
   billion dollars for Iraq in an extremely speedy manner. So, why aren't you   
   blaming Congress? Are are facts anathema to Bush-bashers and other denizens
