   Of course it is very likely that the original phrase refers to George   
   Bush, but it seems that using his full name leads into a dead end. And   
   it is also likely that the event that inspired Mo had to do with Bush's   
   2007 State of the Union Address a few days earlier. But neither the   
   summary on wikipedia, nor the text of the speech itself made it obvious   
   to me what would have given Al Gore a reason to be so unhappy.   
      
   Then I tried to figure out what could be the first word in the template:   
   can't, ain't, isn't, won't, let's? Using that approach, my "best" finds   
   were these:   
      
   Can't rulers go skewer "Mirage" Bush?   
   Won't laughs be saucer merger risk?   
      
   It could also be any three-letter word with an 's, including she's,   
   who's, man's, one's. I chose one promising word and stuck with it:   
      
   GWB's mother is unsure: larger cake?   
   GWB's remark on secure trials - huge!   
   GWB's remark on Hitler scares EUUG.   
      
   But although EUUG is an existing acronym (for the European Unix User's   
   Group), I'm pretty sure that this is not the answer, either. :-)   
      
   At this poin't, I'm willing to give up. Could we just ask Maurice?
