   A nice picture of OS volunteers feeding FEMA employees   
   from the back of a rented truck is included.  Notice   
   that FEMA _can_ manage to supply its workers with nice   
   blue jackets, anyway.  Notice also that the sun is   
   shining.  Apparently FEMA closes up shop during bad
