   Depends what you mean by 'conservatism'.  Government-instituted   
   free compulsory primary education has been around since mid-19th   
   century Prussia, at least.  The ruling classes of other states   
   were soon impressed by the convenience of having pre-indoctrinated   
   working- and peasant-class people who could at least read their   
   weapons manuals.  Do you seriously think they're going to give   
   that up now?  Overturning what has been standard-issue state   
   practice in the West for a century and a half hardly seems to be   
   a _conservative_ proposal for any meaning of the word.
