   The word *success* has been redfined:   
      
   1) Spend hundreds of millions of dollars putting a *spy satellite* that   
   doesn't work into outer space   
      
   2) Spend tens of millions more shooting it down so that it (hopefully)   
   doesn't kill too many people and poison the earth when it crashes   
      
   3) Use the debacle to make your case for even more Pentagon funding for a   
   bigger and better satellite that you promise will work this time.
