One more thing. The basement is a bit damp -- which is typical for
the area. In commercial applications like pools and locker rooms,
they often use regular concrete block and keep it exposed. Then they
spray it with something to seal it. It's clear and shiny. What is
   used for that situation.

I am going to go and powerwash the walls. That'll leave some block/
stone exposed. I don't want to use a heavy sealer that is a pain to
brush one. I want to use something like Thompsons Water Seal and
   spray it. Any suggestions?

In a couple weeks out let you know how it turns out.
I have to Thompson our deck and my brother told me to use an insecticide
   tank sprayer.
I have a nice metal one but I don't wanna mess it up so I'll get a cheap
   plastic one for the Thompsons.
The problem with the sprayer is that it will spray on the railings and the
walls too, so I'm thinking about using a roller.
   Have to wait and see.
Maybe I'll use a roller on the edges and the sprayer in the middle.
See if this'll work for you:
