   Texas ranks 40th out of 51 states in the overall public school system   
   ranking. The state scored poorly in several key areas, including 40th in   
   median SAT scores, 34th in median ACT scores, 42nd in reading test scores,   
   and 46th in per-student spending—the sixth lowest in the nation. Texas also   
   ranked 6th highest for bullying and 8th highest for dropout rates.
