   Tim's original quote said selling to "foreign" companies, ie companies   
   outside of Iraq's usual region.  This counts.   
      
   "The Iraqi government has sold oil rights to foreign oil companies like   
   Shell. This comes decades after Saddam took those rights away by force   
   from those same companies."   
      
   Being able to sell to those companies again /is/ better than /not/ being   
   able to sell to them, appears to be the argument.  Decide whether it stands   
   on its own merits so worded.
