   If you are dead set on creating a new hierarchy, the Big 8 is irrelevant   
   to you. The Big 8 management board does however possess quite a lot of   
   practical knowledge and experience to do with such things as moderation,   
   peering, and ... what was that other thing? Oh, yes, /management/. Even   
   if you don't like the way they manage the Big 8 groups, you could   
   potentially still benefit from their advice. Unless you antagonise them   
   too much, of course.

   Easier said than done. How many "Google Groups" and "Yahoo Groups" take   
   off, out of all those created?

   Why doesn't implementation come right now? If you can't set up a public   
   news-server of your own, you'll have to find an existing NSP who is   
   prepared to let you experiment; you'll also need people to post and test   
   your 'optional moderation' system.   
      
   Don't expect to get your new 'optional moderation' hierarchy propagated   
   until (or unless) you can show that it's worthwhile and that it really does   
   work and would still work if peered - so your early users will have to set   
   up accounts with whichever news-server your hierarchy is on.
