Nope, of course not, but I'm talking about the local networks here in New
   Zealand.

Both. Because each of the networks run multiple channels / stations, they
often shift shows between them and don't bother calling the re-runs. Some
shows also change networks and are not labelled as re-runs.

They go to great lengths to advertise shows as "first time on NZ TV"
(sometimes this is slightly misleading since the show may have already
been on the Sky TV subscriber channels), so it's not like they don't
already follow and know what the other networks are doing.

I haven't had time to check the Wiki link you gave, but the New Zeland TV
media is basically made up of three main networks:

    - TVNZ
    government owned
runs channels TV One, TV2, TV6 and TV7

    - MediaWorks
Canadian owned (last time I looked)
runs channels TV3, Four, music video channel C4
    and a 1-hour delayed channel TV3+1

    - Sky
    Australian "owned"
runs the free-to-air / public channel Prime as well
as the normal Sky scriber channels

On top of those there's a few extra regional and "special interest"
channels which broadcast a load of rubbish (e.g. parliament TV) and a
Maori TV channel which has shows mostly in the Maori language (some NZ
made, some dubbed, some sub-titled in Maori).
