   There have always been a few who lie, have fake documentation, etc. and   
   manage to get into the army / navy / airforce at an earlier age ... but they   
   are almost always "cannon fodder" rather than in charge of a state of the   
   art vehicle. That's partly due to the fact that in some cases the recruiter,   
   trainer, etc. actually knows, but turns a blind eye for whatever reason,   
   whereas the trainer for flying a fighter jet (for example) would quickly   
   kick somone too young out of the system.
