   Agreed - so much of business relies on the Internet that it will be in   
   operation, unless as you say, life ceases to exist as we know it.   
   Any backup plan would require some means of communication - whether that's   
   POTS dial-up lines (hello Fidonet!) or some sort of packet radio.  If the   
   Internet is down, it's pretty much a given that dial-up will also be down.   
   I think packet radio exists today, though I haven't heard much of it since   
   the mid-80s.  Ham radio networks exist - that might be your best avenue.
