   Yes you can do this is many ways.   
      
   Specifically for new users, Mystic already does this automatically for you as   
   long as you have "sysletter.txt" in the data directory and you have the   
   "Feedback To" field in the System Configuration set to your user name.   
      
   You will get an email whenever a new account is created.   
      
   Default installations of Mystic do include a sysletter.txt by default so if you   
   are not seeing this happen, check to make sure it exists and that your Sysop   
   names and Feedback To names are configured.
