   I am experiencing unexpected behaviour with MUTIL's Import_FILEBONE.NA section.   
      
   My section's configuration is at the bottom.  The problem is that each time I   
   run mutil, the file sections are added over and over.  I'm using the   
   fsx_file.na file from the fsx package, but I get the same results with my own   
   file.  For the Import_FIDONET.NA, once the message sections defined in the   
   import file are added, they are not duplicated each time I run mutil.  Mutil   
   recongises that these groups are created and does not do it again.   
      
   But for the file sections, each time I run mutil, it adds the FSXNET Fileecho   
   List, over and over each time, resulting in a new duplicate each time.  I feel   
   this is incorrect, and that mutil should only add them if they don't already   
   exist.   
      
   I'm using Mystic BBS v1.12 Rev 47 on a Raspberri Pi running Debian Buster.
