   When signing up on my BBS the new user never addes the start menu to the new   
   user account. I've confirmed under the Security settings the access level 25   
   for new users shows the startmenu of "newuser".   
      
   I've also checked the newuser options to make sure the security level they get   
   matches up to 25 which it does.   
      
   Any clue what's going ?
