   Explain what?   
   Both Gal 5:1 and Romans 13:1-7 Have to do with Believers in Jesus Christ and   
   how they are to live.   
   Gal 5 speaks to the spiritual side of life Romans 13 to the believers in   
   Jesus and how they are to respond to the rulers of this earth, and the   
   consequences if they do not.   
      
   In both cases it is dependent on the walk of the Believer, if they are   
   totally given over to God. Those that are dbl minded will have issues in both   
   cases.
