   Indeed that is one possible definition. Even by that one I findit proven   
   that systematic tortured has taken place, and that many have not   
   survived it.   
   And I find it extremely likely that this torure has been and is   
   systematic and takes place on the authority of the highest commanders;   
   Rumsfeld et al.
