   Sorry, but the constitution is more valuble than that.   
      
   I'm in Manhattan. I know poeple that died on 9-11. I know firemen than   
   dug through the pile to find the remains of their friends. I know   
   families of the dead.  I know someone who was in WTC in the 93 bombing   
   which *tried* to known down his building.  I expect the Bad Guys to   
   make another attempt on NYC, someday.   
      
   Nothing the Bad Guys can do threatens the existance of the USA, or   
   more people than would die in an urban earthquake or worst-case nuke   
   chemical factory accident.   
      
   Bush has plenty of legal spy capability in the FISA court.  He can use
