   The NSA can't approve the bypass of the 4th amendment of the   
   constitution.  Bush has already admitted in a speech last week that he   
   asked to bypass constitutional constraint.  The FISA law says it's a   
   federal crime to wiretap a US citizen without hetting FISA approal.

   Jay Rockefeller (as member of one of the intel commmittes) says he was   
   informed and sent a written notice that he refused to approve the   
   request. Bush did it, anyway.
