   Nobody crippled anything. The FISA law and the existance and purpose   
   of the FISA court (and Echelon, which is probably involved) have been   
   unclassified public knowledge for years.  Any Bad Guy should expect to   
   be wiretaped and take precautions.   
      
   Bush had every legal method to wiretap anyone in the US or the world,   
   with no prior paperword required. He chose not to, and therefore   
   committed a federal crime.
