   nation states should abjure their power and independence to multi-region   
   socialist superstates while lefties harp about giving independence to small   
   nations. See New Labour and the Welsh and Scotch for example). This means in   
   effect that the Great and the Good of Managament make rules for other   
   territorial jurisdictions. Which plainly means that someone like Dr Jon   
   would, with all his massaged surveys, targets and management gobbledygook   
   would be making decisions on a territory he knows fuck all about.
