   Please keep in mind that these statements were made in the UK, the country that   
   gave us the writer whose name gives us the popular adjective "Orwellian" to   
   describe the manipulation of reality to suit political purposes.  There is very   
   little evidence of bugchasing because anyone investigating it would have to   
   write a report and the conclusions might offend a particular identifiable   
   minority group and thus violate Britain's Orwellian "hate speech" laws.   
      
   In other words, it is legal to state that gay men with HIV don't want to pass   
   the virus on to others because that reinforces the orthodox belief that gay   
   men are conscientous and responsible.  No evidence to support this statement   
   is required because it is orthodox and therefore Truth.  Contradicting this   
   statement implies that some or all gay men with HIV are irresponsible and   
   that reinforces unorthodox stereotypes and is therefore illegal.
