   No this is a document that defines the structure of a government; it   
   in no way propounds a universal moral order.   
      
   As if that could even be possible.   
      
   As if whatever amercans decide their government should be like would   
   be universally applied to all nations around the world.  The fact is a   
   large majority of foreign governments have a prime minister and a   
   ceremonial head of state  of one sort or another (in some places even   
   called a president - russia, france, etc.)   
      
   A very important difference is that pm's can be brought to a new   
   election any time parliament decides to vote "no confidence", or an   
   important piece of legislation fails to pass, like next year's budget.   
   Americans are stuck with their president, confidence or not.   
      
   The us constitution fails all tests of universality.
