   For the same reason it takes years and years to bring life saving drugs to   
   market   
   in the US.   
   Bureaucracy, regulations and red tape.   
   TONS of it.   
      
   Of course there has to be SOME regulation but in the US it's crazy overdone.   
      
   It's why California still has not rebuilt from the fires.
